These aren't ordinary Marine's though. These are the strongest foot soldiers. Remember when Luffy used his Haki on the Amazon island, not everybody succumbed to it. Those with strong enough will could withstand it. So I don't think it is necessarily safe to assume that everybody would fall over if a Conqueror's Haki was used.
